Govt to Implement Facial Recognition System This Year

The Ministry of Interior has ordered all relevant departments to stop managing citizens’ biometric data separately. Instead, they are to implement a unified facial recognition system. Full deployment of this system is planned for December 31, 2025.

This directive was given during a high-level meeting led by Interior Minister Mohsin Naqvi at the National Database and Registration Authority (NADRA) headquarters in Islamabad. The meeting included NADRA Chairman Lt. Gen. Muhammad Munir Afsar. They discussed key security issues and data management problems.

The chairman warned that several government agencies and service providers hold their local biometric databases. This creates risks of data misuse and theft. He stressed the importance of using NADRA’s central, verified database with facial recognition. This approach is especially helpful for individuals who face issues with fingerprint verification.

In a major policy change, the Interior Minister ordered the immediate blocking of all mobile SIM cards linked to expired identity cards. This process starts with SIMs registered with CNICs issued in 2017 or earlier. It will then extend to all deactivated CNICs. This measure ensures that only active identity cards can be used to buy mobile services.

NADRA is collaborating with the Pakistan Telecommunication Authority (PTA) to block SIMs registered under the names of dead people or those with expired IDs.

Minister Naqvi also laid the foundation for a new 10-story NADRA Mega Center in Islamabad’s I-8 sector. It should finish by June 2026. He approved expanding NADRA services to 44 rural areas that still lack access. This includes all 31 union councils in Islamabad, planned for June 30, 2025. He also announced new NADRA offices in Multan, Sukkur, and Gwadar.

NADRA officials provided details on recent reforms, digital projects, and better service delivery. They explained recent changes to the National Identity Card Rules from 2002. New registration certificates for children and families aim to reduce fraud.

NADRA has introduced new biometric tools using facial recognition and iris scans. They are working with PTA, FIA, SBP, SECP, and others to stop ID fraud and biometric errors. The PAK ID app, with over 7 million downloads, now offers digital ID services, proof of life for pensioners, and license renewals.
